Now that would be necessary if youre using magnets to control the fish, if the water is too deep you cant use the magnets because there would be too much distance between the fish and the magnets. But i still remember someone commenting that the trick is "inside" the goldfishes! Yea, he was claiming that this little fishes has either magnets or something magnetizable in their bellies, so that when the hidden magnet moves, they move at the same time too... I don't know, sounds logical at least more than believing that they can be trained like this! Yea, i watched this video somewhere else, months ago.
